  1. Shower thought: is there a legislature somewhere that give representatives fractional voting power based on their mandate? E.g. district X votes 30% for Rep A and 70% for Rep B, so both go to the legislature, but Rep A only gets 3/10 a vote and Rep B gets 7/10 a vote.
